protecting a folder in Frontpage?

I need to "Protect" the contents of a folder of a
FrontPage web (so that I can allow pass-word based
software downloads), and am not sure how to do this. I
tried the instructions at

but for "Configure Unique Permissions for the Subweb by
Using FrontPage 2002 Server Extensions or SharePoint Team
Services from Microsoft", the "Server" option is always
grayed out in my Root and Sub webs. I have the Frontpage
version that came with Office XP (Frontpage 2002, SP-2)
and use a hosting service which has Frontpage Extensions.
