PS2007 Timesheet Approvals - Absent Approvers

Please consider the following scenario:

Cindy is a developer (Team Member) who reports to Bill.
Bill is a Resource Manager who approves Cindy's timesheet each week.
Bill is at the top of the timesheet approval chain and therefore has the
final approval for Cindy's timesheet.
Time periods are defined as Sunday through Saturday.
Timesheets are submitted by Team Members by 10:00 AM on Monday for the
previous week.
Resource Managers have until noon each Monday to review and approve
timesheets for their direct reports.
The Time Period is locked each Monday at noon.
After the Time Period is locked, an export of approved timesheet data is
created and submitted to HR for payroll purposes. This is crucial and must
happen on time each week.
Fixed approval routing is an organizational requirement.

Question:

Cindy submits her timesheet on Monday morning at 9:00 AM. Bill is out of
the office and therefore cannot approve Cindy's timesheet by the noon
deadline.

Since fixed approval routing is an organizational requirement, Cindy cannot
select another timesheet approver.

Since Bill is the timesheet approver for Cindy, how can Cindy's timesheet be
approved by someone else?

This is a very big deal in our organization. Any assistance will be greatly
appreciated.

Hi, Tom.

In our organization we use special timesheets owners account. Using this
accounts org unit managers approve timesheets.
The password for an account can be reset when Bill (one of timesheet
managers) is ill and sent to another person, who can approve timesheets
instead Bill.
This approach is the simplest way to resolve our scenario.

get the Resource manager to create a surrgrate timesheet for Cindy

Resource manager will need to tweak cindy's approval manager to themselves
so that the ts can be approved. (Bill is not there .. correct ?)


login as Resouce manger => myTimesheets=>surrugatetimesheet=>[Chose
Resource{Cindy}], create timesheet=>submit>

then Approval under myapprovals ..
