Public Folders in Outlook 2003

[JDR]

I'm running Office 2003 and I'm trying to get some of the folders in Outlook
that are under the 'Public Folders' to appear in my top level favorites.

I don't seem to see how to do it and the one place that I see that refers to
toplevel favorites is greyed out.

Any ideas on where I need to go to fix?
