Publish Holiday entries in Free/Busy

Does anyone know how, if it is possible, to publish the calendar
holidays and have it show up as free/busy data? I am wondering if I
can publish my company's paid holidays and have them show up in
everyone's calendars as a PTO (Paid Time Off) day.

Holiday files will always add as free.
