Publisher 2000 - cannot find Wizard catolog files

XP Pro OS. when user logs on and runs publisher 2000 the
publisher wizard catalog displays with error. cannot find
wizard - rerun setup. If logged on as network admin it
works fine. Gave user admin rights, reinstalled software
using user logon, same result.(and it still worked using
domain admin logon!)Anyone suggestions?

What happens if you create a new profile with admin
rights?

I fixed it by navigating to the publisher executable and
sending shortcut to desktop. The original shortcut and
start|programs icon's looked exactly like other PC's but
didn't work. They did not have path but have "microsoft
office 2000 disc 2" greyed out. Anyway that corrected it.

How do I create a new profile? I am not using roaming
profiles. I would appreciate a short answer to this.
