Publisher 2002 Automatically Installs in Windows XP

All of the computers in this organization have Office 2003 Professional
installed, but it seems that the Windows XP machines seem to automatically
install Publisher 2002 when loading/logging into Windows. It doesn't matter
if I uninstall it, the next time I boot the machine it reinstalls it. Does
anyone know why this happens and how I can prevent it?
