Could you be more specific?
Error messages? Windows versions? Other symptoms? Questions?
Whether MSPUB.EXE appears in Task Manager (Ctrl-Alt-Del once) after you have
clicked the icon?

1. What operating system?
2. Have you tried restarting your computer in SAFE mode to see if Publisher
opens in that environment?
3. Do you get an error message?
4. Have you tried to repair the installation via the Add/Remove programs
menu in the control panel?
5. Have you installed the latest service packs (SP3) from the Office update
website?

I am running windows XP Pro and am up to date with all updates, when I try to install publiher 2002 it gets half way through loading and then I get an error message 3520 and then the message = missing resource dl-cdtrc.dl

Do you have Roxio Easy CD creator? This program will crash many applications. You
need to install the update.
