Publisher 2003 outline numbered list

Good morning, I create training manuals that require outlines with at least 4
levels. Some are bulleted and some are numbered. But so far I can only do one
level. Am I missing something? Is there a plug-in to fix this.
This is frustrating -- I'd like it to be like Word or Powerpoint.
Any suggestions would be greatly appreciated.

Hello Miss P and Mary et.al.,

Microsoft seems to have gotten lazy about including reliable outlining in
Publisher, as opposed to the excellent outlining tools available compatable
with Word in Powerpoint and Visio. Hopefully this will improve in the next
version or some third-party will do an add-in.

When I need to outline text I have to go in and define a style and then set
that style's bullets and numbering properties. I get erratic behavior there,
but it eventually works.

We deal with banner size forms over 22 inches in width and length, so Word
can't handle it.

In summmary, I share Miss P's frustration.

I think it all boils down to the fact that Publisher is geared more toward
page layout, not word processing.
