Kind of depends on what you mean by animated text. If you can convert your
animated text to an animated .gif file, that can be inserted into a Pub web
page just as any other image. Publisher produces static pages, so if your
animated text is more dynamic than that, you might have to look for a
javascript solution, and then use the insert html code fragment tool to
insert the code. You can google for free code.
I don't use PP, but from what I understand you can also export your PP pages
as html which might give you what you want.
