Publisher File gets big

Hi there,
no matter whether I insert a graphic into a Publisher File or link it to the
file, the Publisher File always grows more than 3 mb with each graphic.
Shouldn't there be a difference between a linked file and an imported file?
I work with Publisher 2000 and Windows XP

After managing to set up OE-QuoteFix on his new PC, Ed reads a message

This is a known issue. Publisher 2000 and below stored all pictures as
uncompressed BMP graphics (i.e. decompressed them before saving them), so
filesizes can increase dramatically if you import a highly compressed format
such as JPG. Publisher 2002 and 2003 solve this issue.
Shouldn't there be a difference between a linked file and an
imported file?
No, as Publisher stores the linked file internally, so data is not lost if
you delete the original file or move the publication to another computer.
Publisher changes the file to match the linked file if the linked file is
changed, but stores a copy internally to avoid data loss.
