Publisher Licence Issues

If I buy an office 2003 professional licence under the select agreement and I
downgrade to office XP, can I download the Publisher licence? The reason
being, office XP Professional doesn't come with publisher as standard but
office 2003 does. Because of this, I know you can downgrade the usual (Word,
Outlook, Excel etc) but can you do it with Publisher ?
