Publishing Error: The mgr cannot create the resource acct

Receiving the following MSP Spooler error when trying to
publish a project:

"The manager cannot create the resource account
(0x8C040017)."

Has anyone seen this error? If so, any idea what caused
it and how to fix.

The Spooler error message is being caused by local resources in your project
plan. See the following link for the more information about the source of
