Purpose of Picture Frame?

I thought the empty picture frame was used as a repository for a picture and
that once a picture was inserted, it would stay anchored to that spot. In
trying to use it, I believe I am all wrong in these assumptions. Can you
direct me to a good explanation of the purpose of and the use of picture
frames? I am trying to develope a large document (83 pages in Word) with
several photos interspersed throughout the document. This is a manuscript
describing a friends career in music. The Word software makes control of
these interspersed photos a real pain for a klutz like myself. I thought the
MS Publisher 2003 software would be more appropriate, but I am having trouble
finding understandable instructions. Can someone give me some guidance here?

A picture frame will stay where you put it.
Personally I'd rather simply insert a picture without the frame option. Pictures
do not move in Publisher unless you have chosen that option in the format
pictures layout.
Open help, type frame...

Mary: Thanks very much for the response. If a picture stays where you put it,
even without the use of the picture frame, what is the purpose of a picture
frame? I have done as you suggest re checking HELP, but HELP doesn't say a
word (as far as I can see) about the purpose of using a picture frame. Sorry
to be so dense, but the HELP function seems very weak to me. Can you direct
me to a more detailed explanation of picture frames?

Mary: Thanks for the information about the use of picture frames. I think I
now know more than I did before I asked these questions, but it also appears
that Publisher 2003 is a downgrade where pictures and picture frames are
concerned. Too bad.

That depends from which version you're talking about.

Removing the need to insert a picture frame into which to put content makes
life easier for the majority of new and inexperienced users, and makes a
transition from Word easier (although it does make the transition to a
professional-level tool far more difficult).
