Putting Video behind text

Does anyone know how to have a video file inserted and
running, but allowing text boxes and other elements to go
over the top of the running video. This has been seen
done, but cannot find any solutions. Any advice would be
greatly appreciated.

Movies always play on top. If you saw text playing on top of a video file, it
either wasn't PowerPoint or the text had been incorporated in the video file.
Or...it might have actually been an animated GIF that was playing under the
text.
