pwa add-in not working

I am running project server 2003 on my server. On my workstation, I'm trying
to install the add-ins for outlook(2000). I'm using PWA to do this. I clicked
download for the add-ins and the dialog box never appears. I can't seem to
get the installs to work. Is there something special that needs to be done
for Outlook 2000? I modified my IE configuration to allow activeX installs.
