The root web would actually be
http://localhost (or the name of your local
computer)
http://mycomputername
the /myweb would only be added if you were working with a subweb.
I don't understand why you are trying to publish to your own local machine?
Creating a server based web and working on it is all you need to do.
Why are you creating the extra work?
