Queries for Office Help initiates install process

End user running XP will be in an Office 2003 Application (doesn't matter if
Word, Excel, PowerPoint, etc.) and if she uses F1 or types a question in the
"Type a Question for Help" area, her computer launches a window noting
"please wait while Windows configures Microsoft Office Professional Edition
2003" and will cycle thru that comment and the "Preparing to Install" comment
at least twice if not three times before returning suggestions to her
question. We have tried reinstalling Office on this individual's machine and
gotten the same problem. Any thoughts to a setting we need to change?
