Question about permissions for linked table

There are 2 databases involved in this issue. I'll call them database A and
B. The databases reside in separate folders secured by separate ACL groups.
Each database has one table linked to the other database. There is no Access
security on either database. Here are some questions:

(1) Does a user have to be in the ACL group for both databases or only if
they can perform an operation that causes the linked table to be used?

(2) Does this depend on whether the LDB file is already opened by some other
user?
I currently have some users that are in one ACL group but not the other, and
their access seems to be functioning fine. Both databases are multiple user
and there is usually at least one person in each database at any point in
time.
