Question Regarding Access Usage and Licensing

If we purchased Access 2003/2007 as a standalone or in a suite (such as
Microsoft Office 200# Pro), could we then freely download the developer
extensions and runtime to freely distribute our applications? I read an older
post about having to buy developer type packages but I've also found free
downloads so I'm confused. Would that be all we would need or am I missing a
component(s)?

2007 is the first version providing a free download of the runtime. For a
