Quick access toolbar customization not staying on exit in Word 200

I have a user that has customized her Quick Action Toolbar in Word 2007.
When she exits and then restarts the Application the customization is gone.
Are there any settings that we have overlooked or some other trick we are not
aware of. As far as I know she is the only one out of 40 or 50 users thus
far that has reported this issue.

Where is the user saving the customizations? Note that if she is using "For
all documents (default)" the customizations is saving in a Word.qat file.
And if the network is using roaming profiles, that file may not be saved
with the profile.

On the other hand, if the user is saving customizations to the current
document, they will only be available when that particular document is open.

So if it is a user is set up with a roaming profile there is an issue.

Can we set up the Normal Template with the toolbar and will it remain?

Yes, you can. Open the Normal template as a document (in the Open dialog
box, click Trusted Templates, select normal.dotm, and click OK). Click
Office button | Word Options. Click Customize. At "Customize Quick Access
Toolbar" choose "For Normal.dotm" and make the desired changes. When you are
done, save and close the file.
