"Quick Publication Options" Task Pane

I am extremely new to Publisher. I am using one of the supplied Publication
Designs. When I choose the "Quick Publication Options" task pane for a new
page, I am unable to use any of the page layouts shown in the task pane.
They are grayed out. The only page in which thes layouts are "live" is the
first page (which came already set up).

What am I doing wrong?

Try the following...

Just above the option you mentioned...
you should see a left and right arrow...

Click the left arrow and look for...
New from a design
Publications for Print
Web Sites and E-mail
Design Sets
Blank Publications

Is Publisher a trial version? Can you create a publication from scratch? Have
you activated your product?

It is not a trial version, and it is activated (assuming that means it is an
installed, licensed copy). The other features I have managed to locate work
properly, just not the Quick Publication Options/layout feature. This
appears to be similar to the "type of slide" feature in PowerPoint, but it is
not allowing me to select any of the types of pages shown in the feature
(e.g., blank, text box + graphic).

As I said in my post, the feature is NOT grayed out for the first page of
the publication. That is, I could select another layout from Quick
Publication Options for that page. But, of course, I don't want to; the
provided design is fine for the first page.

I am not creating a publication from scratch, although I could. I am using
one of the "designs" provided by publisher.
