1) Am working w/ an R&D department to develop standard development project

2) Due to nature of product, changes are requested by the end-user
throughout the project.
3) Each change stops work along the previous track, and kicks off a new
track of activities.
I would like to be able to track exactly how much rework is involved due to
the new change, track time against the change, and then also show the impact
to the overall schedule of the change.
This would allow us to collect data for better planning of future projects.
(i.e. "We can anticipate 6-7 changes, w/ each change causing an additional
450 man hours.")
Anyone have any suggestions on how to best represent this change in either a
MPP or MSPS 2003 environment? Since this is a fresh implementation, we have
the chance to get a procedure in place from the beginning.
There is practically nothing that can be done to reduce the number of
changes, so any solution must work within that environment.
