Really Weird Default Languages

Here's a strange one--whenever I click on 'new mail message', the
blank message form appears and the language in the bottom bar is
"English". However, when I 'reply' to an inbound email, the language
in the bottom bar is "Slovene".

How can I default replies to English?

I've got German and Slovene installed. I'm running Win XP Pro SP2 and
Office XP Pro with word as the editor.
