Receive in Outlook 2003

I've chosen to have my outgoing messages go to an Outbox so I can manually choose to send them. However, I want my incoming mail to come in as soon as it's available. It appears as though my mail isn't coming in to me until I press Send/Receive. Can the send and receive functions not be separately managed?
