Recover deleted Email messages in Outlook 2003

I followed instructions for Recovering Deleted Emails and finished by
changing DWORD to 1 as instructed. Upon restarting Outlook (2003), there was
no "Recover Deleted Items" under TOOLS, as Office Online said would happen.
Any suggestions?

Are you using an Exchange server? This option is only available if using
Exchange as the mail server.

Also, if you are using Exchange, are you in the deleted items folder when
you look for this option? Has the option been set on the Exchange server to
retain deleted items for xx days/weeks/months? Ask your Exchange Admin for
help on that part.
