reduce print size of tabloid to legal size

I am using MS Publisher 2003. I wanted to print to a reduced size our school
paper which I formatted using 12" x 18" custom size. How can I print the
pages to a legal size, 8.5" x 14", without tile printing of just one page to
four pages? My desktop printer is Epson Stylus C43SX.

Besides, the proportions of those two page sizes are not the same. You would
NOT be happy with the results.
