Your printer may have this as an option built into the printer driver, or
the next best solution is to make a PDF file and use the fit to page
function.

what other software do you have available? Acrobat and Acrobat Distiller
(the commercial "Acrobat" package, approx cost US$200-250)? What else?

I ask because the best way to do this will require other software. it
involves printing a Postscript file using the file you have not. then
distilling it into a pdf (requires Acrobat Distiller). then saving it as an
eps (requires Acrobat--not Acrobat Reader, the freebie). then importing the
resulting eps into Publisher and resizing it proportionally (by the corner).

Failing that, you might try selecting everything on your certificate page
and grouping it...then resizing the group to the size you want.

If you have an HP printer, look for the ZoomSmart feature. If you want, you
could also go to Edit > Select All so that everything is selected, click on
the group button, then grab a corner and resize (holding down the shift key
to keep proportion). You may have some modifying to do if you have text
boxes. Otherwise, WordArt and other objects should resize properly. Also
change your page setup to your prefered size, 7 x 5.
