"Refreshing" web site

I inherited a web site done with FrontPage, and I'm using FrontPage XP to
maintain it. I have a couple of questions about included pages, which are
being done on my end because the server doesn't have the FrontPage
extensions.

- Somewhere along the way, some pages wound up with included stuff that was
a bit different. I think the way to fix this is "Tools... Recalculate
web...", is that true?

- When I did that (recalculate), it seemed to fix the pages on my system;
but the publishing engine didn't publish my pages. I normally have it set to
publish only the changed pages, so I forced it to republish the entire site
and that took care of it; but is this normal?

- On a somewhat different subject, these pages have tables within tables
within tables. Okay, that gives FP a lot of control over how things are laid
out, but when I want to add a row or column it seems as though I cannot get
the insertion point anywhere but in the last row/column of the INNERMOST
table. In order to add a row to any other table, I have to edit the raw
HTML. (I can do that, but it seems odd to have to do it.)
