Reinstall - Can't Activate

My old hard drive filled up and I had to add another drive. I had to
reactivate Windows XP Professional Service Pack 2. Now when I go into any
office 2003 Basic edition program, the activation window come up, when I try
to activate via the internet it says I've already been activated and I need
to use the Telephone Activation Method, but when I click "BACK" and select
the Telephone Option, nothing happens and the activation window disappears,
then word starts. How do I fix this????
