Reinstall Office tool bar(Shortbar)

The question "Do you want to install a new toolbar" it keep coming up at
start up. I try ti path it to the folder where it located but I can't.
Everytime I create a new one it deleted at startup it not there what is
happening. There are two use of my computer the other use does not have the
same problem. Why?
