Removing actual work - Project 2007

I have a manager that created a schedule and assigned resources at the
Summary Task level (big no no in my opinion). Actuals have been logged to
that summary task, and all of the dependent task work rolled up.

Is there a way to remove actuals from a project, perhaps through PWA? Is it
as simple as having the resources go into their Task Sheet and modifying
their hours and re-submitting?

Instead of deleting the hours on the summary task you can preserve the
actuals by;
1) Collapse the problem summary task and right above it insert a new task
and enter a name that resembles the problem summary task name.
2) Select the collapsed problem summary task and indent it once.
3) Expand the problem summary task and expand it.
4) Outdent the child tasks.
