Removing Markup permanently in a Document/Template

We just converted over to 2003. On past templates and new documents we have
been getting markup information when printed out. Also have noted that each
new document has markup selected even though it has been removed on the
normal template and every other template we use. Is there a way to keep the
markup from automatically being selected?
