reply and forward emails

I am unable to reply or forward emails through outlook. error:

Task 'pop9.namehub.com - Sending' reported error (0x800CCC0F) : 'The
connection to the server was interrupted. If this problem continues, contact
your server administrator or Internet service provider (ISP).'

No problems when sending new emails

yes, they said because I am able to send and receive regular email, and the
only problem I have is to reply or forward that it is an outlook problem. i
reinstalled office 2003 but it didn't fix the problem

Use the Test Account Settings option and see if you get any errors.

Also, are you running an AV scanner on your outgoing mail? If yes, turn it
off and see if the situation improves.

I have done all of those steps and everything else i could figure out.
nothing so far has fixed the problem

Including uninstalling your AV and reinstalling it without the mail scanning
option?
