Reply To All Inconsistent Behavior

I'm running Outlook 2000. Sometimes if I choose Reply To
All regarding an email, I get a copy of the email just
like all the other recipients in the original. Other
times, I don't get a copy even tho I am listed in the To:
field. What's causing this behavior? (More annoying than
a critical issue)
