I would like to add a page to a web site that requires password and ID,
and email address. However, I want a log report on who accesses and
when. Another parameter I would consider is to allow a maximum number
of times it could be accessed in any one month. Am I dreaming a little
here?

Not really dreaming. It is all possible with proper scripting. You may need
to do it yourself as it is probable that there is not an off the shelf
solutiuon for you.

The MS knowledgebase as articles on using Access DB for authentication. You
could extend that script to update a field in the database for last visit
and visits for the month. It all is up to you
