Resizing objects to an exact dimension

I have photos and tables in my publisher 2002 document and want to enter the
exact dimensions for those objects. However, after I enter the dimensions
under format...size...and hit OK; seconds later the size of those objects
have changed different from what I entered. How do I make those objects
remain EXACTLY the size that I entered?

Create a rectangle for your chosen size, fill, fill effects, picture tab, browse
to your picture.
Tables are touchy. The cells will expand if the font size changes or a return is
used in a cell. Unlike Word you can't lock the size. You have to be careful how
you move the table around.
