Resizing pictures

Hi
I inherited a doc with some pictures I would like to make smaller. If I try
to grab a corner and drag resize, I get a thick gray frame round it and I
cannot grab a corner to resize the image.

Anyone help please? For some reason, this frame does not always appear, and
when it doesn't all is well
