Is Publisher capable of producing output in 300 DPI (or more)?
And can this be "converted" to PDF using Broadgun PDFMachine?

Yes, Publisher can output 300 dpi. And yes, you can convert Publisher files
to PDF's using third party applications such as PDFMachine.

This is controlled by your printer driver and the image you use, not
Publisher.
