Resource always schedules 1hour to begin

Hello,
It seems that no matter what I do with the calendars, change working times,
or resource times, the first shift of every new task always starts by
scheduling 1 hour.
ex. task 1 linked to resource one which is scheduled to work from 6a to 6 p.
Upon viewing resource usage I see, for a 16 hr task:

fist day 2nd day
6 9 12 3 6 9 12 3
1hr 3hr 3hr 3hr 3hr 3hr 0 0

why would the 6-7-8 time slot only sheduled for 1hr?

First on the Tools, Options menu, View tab, change your date format to one
that shows both date and time. Then look at the Project start date in the
Project menu. I'll bet it shows the Project start to be 8am even though
your workday starts at 6am. Change that to 6am and that should fix the
problem.
