Resource grey out and can not build team from enterpise

Please help

The resources are grey out and the project managers can't not build team
from enterprise after upgrading Project Pro 2002 desktop to Project 2003
Professional desktop.

Same project manager able to build team from enterprise if using Project Pro
2002.
