Ruler and Snap Grid measurement question

I am using Visio 2000. I am drawing an office layout, with tables, chairs,
walls, etc. Should be easy right? Well in general it is, but as I was trying
to size items to specific feet and inch measurements, I noticed that when I
zoom in to 400%, each foot on the ruler is divided into 10 units instead of
12 inches. This is enourmously frustrating. Is there a way to get Visio to
use a snap-to grid that divides each foot into 12 inches?

I have the default units in the Regional Settings set to Feet and Inches,
but I have also tried "Inches", "Inches(decimal)", and "Feet(decimal)". None
have worked.

Visio's grid is dynamic by default, meaning that the sub-divisions vary from
zoom level to zoom level. You can force a minimum grid size under Tools >
Ruler & Grid that should let you specify a 1 inch spacing.
