Rules & Alerts - New Entries

Whenever I establish a new email rule under Rules & Alerts it always
goes to the top of the list.

I have about 50 rules and keep them alphabetized to find them easier.
Now I have to click the down arrow many times to move the rule to its
proper alphabetical place.

Any way to start the rule in its proper place in OL 2003 or move it in a
more expeditious manner?
