Rules and Public Folders

I have created a rule for messages that come in with the words "voice mail"
in the subject line to be forwared to a specific public folder. The rule
works fine when I manually run the rule; but it will not work when a new
message comes into the Inbox. Yes, the rule is turned on and I am also
running on an XP system with Office 2007.

Thanks for any and all help.
