Rules are not turning on

Hello,
Whenever I create a rule I am able to go through the
inital time and it does what I have set it up to do.
When I try to check the checkbox and turn on the rule I
get the following error message:

"One or more rules cannot be uploaded to the Exchange
Server and have been deactivated. This could be because
some of the parameters are not supported or there is
insufficient to store all of your rules"

I have tried turning on the rule while running the wizard
but whether I try to turn it on before or after I finish
creating the rule I will get this same error.

Any suggestions?
