Rules have stopped working

We are using Outlook 2003 on an Exchange server and I have set up a rule for
a user that when an email comes in from a specific domain, it gets forwarded
to Docketing and his secretary. Docketing gets the email, his secretary does
not. She did for a while, but it then stopped. Any ideas?
