Rules on POP account bug

Here's the bug(s):

Set-up:

Using Outlook 2003 in Cached Exchange Mode. Connect to Exchange 2003
via VPN. Also have a POP account with a simple rule to move messages
coming in through the POP account to a local PST.

Behavior:

1) When you start up Outlook 2003 (Work Offline not turned on) and you
are not connected to Exchange (VPN not on) client rules set to apply on
your other POP accounts don't run. (And no, inability to connect to
Exchange does NOT put Outlook 2003 in to "Work Offline" mode).

That's it but you can keep reading for more clarification...

More Info:

2) If you connect (turning VPN back on, hit Send/Receive) the rules
work... and they work for the whole session even if you cut off the
VPN.

3) Even weirder, the rules do work if you set Outlook to "Work Offline"
mode. But, they don't work if you go back to online mode (and you're
not connected to Exchange... unless it was already connected when it
started up).

Simply Put:
You MUST connect to Exchange at least once for your client side rules
to work.
