Rules Wizard "on behalf of" does NOT work

I want to create a rule so that anything that comes with "on behalf of" in the sender's address will get moved to either the junk or another folder... I have tried "with specific words" in both message header and sender using rules wizard and NEITHER seems to have any effect at all.... Any suggestions????

does the message header contain the words "on behalf of"? (look at the
header in Options - the ones in my mailbox do not include those words in the
header)

if the words are not in the internet header, you'll need to filter on the
address or something else.
