Rules Wizard: Reply using a specific template

Hi,

If I set up a rule, there is the option to "Reply using a specific
template". You then select a template from a list (currently only one item
called "mail"). How do I set up new template items?

I'd specifically like to reply to a message where the cubject line is
changed to, say, "Release".
