Rules Wizard

I have had rules setup for some time now on Outlook 2002
and I have always used the rules wizard. Something has
happened now and when I click on Rules Wizard it
says "This command is not available. See the Program
documentation about how to use this program." Does
anyone have an idea about what is wrong and how I can fix
it?
