Save as PDF generates 2 different pdf's on 2 different machines

I have two XP SP3 machines, both with Office 2007 SP2 installed on them.

I have a .docx file with Arabic and several other languages on it.

When I do a Save As PDF on one machine, it generates the Arabic text, and
that text is selectable inside Adobe Acrobat.

When I do the same thing on my other machine, the Arabic text is
non-selectable in Acrobat and the Arabic characters are represented as line
art instead of characters!

Both machines have the same fonts in their Fonts folder -- I'm at a loss to
find the difference between the two machines. Both running the same version
of Office 2007, installed the same way, and both machines are fully patched.

I do have a Virtual Machine (xp sp3) also exhibiting the same odd behavior
of rendering the Arabic text as line-art. My two Windows 7RC0 machines and a
Windows 2008 machine render properly with selectable text in the pdf.

Any ideas where to look and what to do to get this doc (and docs like it) to
render consistently?

Is the Arabic IME activated on the machine that doesn't recognize
Arabic text?

You do that in the Regional and Language Settings control panel in
Windows.

That was it! Installed the rtl languages and my PDF came out perfect.
